First, find a freelancer. You can use websites like Elance, oDesk or vWorker to find qualified candidates. You can also post your own ad on Craigslist or use Google to search for something like "web design freelance."
Now that you have a few prospects, you must take some time to figure out which one is a good fit for you. Look at samples of his or her work, check references and, if you are using one of the outsourcing websites listed above, see what kind of feedback they have received and their rating. Take the extra step by doing a simple google search of the freelancer -- look up his or her name, email address, business name and website. Outsourcing your work to the wrong person will only make more work for you in the long run.
When you've chosen the right candidate for the job, start slow. Start with a few small projects and work your way up from there. This is a good way to gauge how you work together, while also building a relationship and getting a firsthand look at how the freelancer works and if you can continue working together in the long run.
