It depends.
Whether you should discuss salary during an interveiw depends on a couple of factors. First, are you already employed? Second, are you willing to let the job pass by you if the salary isn't right? If you answer yes to both, then it is probably a good idea to include your salary requirements in a cover letter. If they still give you the interview then there is some room to negotiate and all parties know that. If you answer no to either, better to stave off the question until you have been able to research the companies pay scale and you meet with the person able to negotiate.
