First, the training director must establish what the training needs of the organization are; second, they establish the goals and direction for the training programs. To these ends, the training director starts by gathering data about the programs that are already in place. After the data about current programs is gathered, the training director works with subject matter experts to analyze the current programs for their strengths and weaknesses. The training director then writes a report on the conclusions of the analysis, providing opinion on what the goals of the training should be and recommendations on how to retain the strengths of the current program while overcoming weaknesses.
